H1 Visa and OPT issue

I have a question.
My employer says that my H1 start date is Nov 2005 as per I 94 and approval notice. But he says that you are still on OPT (dec 2005). How is that possible?

If you(your employer) filed Change of statua from F(OPT) to H1 with start date in NOV, you are on H1 now.
