H1 Usage After Changing Job In India

Hi

I have a friend in India whose name has been shortlisted this time in H1 lottery. Her employer might not send her to USA on H1 in near future. But she is exploring the option that if she quits her employer, can she use that H1 visa to come to USA through other employer? Are there any other options to use that H1?

In order to transfer H1 to other employer you've to be physically in US.
