H1 transfer

Hello Everyone,

I am currently on H4 and my H-1 will be effective from October 2008. Can I apply for H-1 transfer before October 2008? Also I dont have approval notice all I have is receipt number. My H-1 was approved sometime in April 2008. My employer (consulting company) is not giving me approval notice. Can I apply for transfer using receipt number?

You can file for change of status from H-4 to H-1B now ... but if you want to transfer from the approved H-1 to another employer then you have to wait.

My H-1 is approved but effective date is October 1, 2008. My consulting company initially told me that they will get me on project in october itself. Now they saying it may take couples of months.
When would be the earliest time I can apply for transfer.

for without paystubs (assuming), the sooner the better (after October 1).
