H1 transfer without paystubs

Hi
I got my H1 on Oct 2006.My H1 carrier is a consulting company.They have been trying to fetch me a job since month but have in vain.
In the meantime I have got a offer from a differnt comany,and they are willing to transfer my visa .But this consulting company has not provided me with any paystubs for the month of Oct and Nov.
I also am waiting for social security number which would arrive in around 10 days.
Can the new company transfer my visa without any paystubs?
Should I request my consultant to run payroll once I get my Social Sec num.?
Can I convince saying that I did not have a social sec num so the company could not run payroll?

If you are sure of getting your pay check while you are in bench, then transfer is not a problem. As soon as your SSN came you can get your pay check. Am I right?

if not transfer may be a problem. Your H1 will approved without an I 94.

The consulting company is asking me to bear all expenses to run my payroll.
They are not willing to pay me when I am on bench.Is there any other way that I can transfer without a paycheck???
