H1 Transfer Questions

Hi,

I came to US on H1B visa. After a few months I transferred my H1 to a different employer. I had to go back to India and get my second H1 visa stamped as I did not get my I-94 after my H1 transfer.

I want to transfer my H1 again to a different employer. Can I do this? Are there any issues with this? How many times can I transfer my H1 in 6 years? Do I have to go for a stamping if I leave United States? Is it true that I don't have to go for stamping if I get the new I-94 from USCIS after my H1 transfer approval?

you can do transfer as long as you are in status. If you are still working for the 1st company, you can transfer today, but if you are already working for 2nd company(which is not supposed to be legal as you did not get I94 at this moment), you can not transfer now.
There is no limit how many times you can transfer.
if you get I94 w/ approval notice, you do not need new stamp.

I get different versions of what a H1 transfer is. Some say its filing a total new H1 petition backed by LCA. The only thing different is its not counted towards the cap. (which is what I believe). Some say, they transfer whatever time is left in the current H1 to the new company. (I dont think there's some like this). Whats true?
 
Transfer is actually new petition without quota. It does not actualy "tranfer" anything.
