H1 Transfer Question

I presently work for a small company "A" who sponsored my H1 in Sep '05. I have now got an opportunity to work for company "B" which dos not sponsor H1. After explaining my situation that I already have a H1 and only need a transfer. HR says that they will not sponsor H1 but they will "verify employment" and I could work till I need to renew the H1 which I will have to do on my own.

I have no qualms of paying for that but do you think I can get a tranfer to a company which does not otherwise sponsor H1 ??

B says they do not sponsor H1, but they verify employment ? what does it mean ?

Again, my question being that even though B cannot sponsor H1, CAN they transfer one? Is H1 transfer equivalent to sponsoring a new H1 visa ?? -- without the visa cap and timeline (I understand that you can work as soon as the application is filed).

I spoke to a lawyer and he said that it is almost the same as they still have to file the LCA and I-129 petition.
