h1 transfer question

Friend of mine applied for h1 extension through normal processing . While extension is in progress , can he join some other company or have to wait until decision is made.

or

if he got laidoff while extension/transfer is in progress , whats the impact on his status .
At that time ,can he apply for h1 transfer through some other company

You can transfer H-1 to another company with H-1B application receipt, you need not wait for the approval. If your company layoff you, you can still apply for the transfer. I think once you apply for the transfer you will be on status and you can start working for that company, once you get the receipt.
