H1 transfer immediately???????

I recently got my H1 approval through company A, though haven't started working, waiting for SSN.
1. Company A has sponsored only for my H1(status change) and according to them I need to outsource myself and get the pay stubs from the clients.Is this legal? Would this pose a problem from the INS-- can I file for W2 by myself?
2. If I intend to change the company immediately, can the H1 transfer be done immediately or do I need to stay with company A for a specific period? And what are the possibilities of getting the new I-94 along with the transfer?

Not clear...

U mean paystubs will have the client's company name? U can do a 1099 in the name of the company and you (i.e. check i your name, 1099 in company's). Unless there is a contract and a proof that you are getting paid somehow and IRS gets the tax, your arrangement might be illegal.

U can file for transfer anytime. There is no waiting period.
