H1 Transfer+ I140

I am with Company X. Company Y has offered to file my I140 from VSC using labor substiution after 3 months.

They are going to file for H1 transfer (now) before filing for I140.
Since I am paying for H1 filing, I have to decide between regular and premium processing.

I am assuming that I140 cannot be filed before approval of H1 transfer. Just want to confirm it.

There is relation between H1 and I-140. You can apply I-140 now and H1 later. GC may be future job. Hence there is no problem.
Just for your info if you apply in October you may save $1000.

The $1000 training fee for H-1B visa petitions will also sunset on October 1, 2003 leaving only the $130 filing fee (and a premium processing fee of $1,000 if one decided to go by that route). If an employer is not subject to the numerical limitations, such as an employer filing an H-1B extension, it may be preferable to file on or after October 1 as the employer will not incur the $1,000 training fee and will only have to pay a basic filing fee of $130.
