H1 Transfer + GC

My friend is changing company.

New company is doing H1 B transfer in NON-PREMIUM.

Can they file for LC (and may be 2nd/3rd) stage while H1B is still with INS as transfer case.

Thus, if H1B transfer is still pending than can new company file for LC and other stages

LC has noithing to do with H1-B. They don't have to wait for H1-B approval to start GC process.
