H1 transfer from employer A to employer B without joining employer A

Hi,
I am in India and my H1 is being filed for the first time. i have few doubts:

1. Is it possible to transfer H1 (from employer A) to employer B without joining employer A ?

2. can it be transfered without visa stamping (in India) and without visiting US?

3. Is it possible to know the name of the candidate for whom employer has filed H1 by Petition receipt no.? The gov site does not give this detail. it just tells the status.

Would Highly appreciate any response.
