H1 transfer, file LCA?

I am trying to do a H1 transfer, and my new employer's lawyer has asked the employer to put out the job posting for 10 days in their workplace. What is the purpose of this?

Does this mean I have to wait for 10 days before the employer can apply for the h1 transfer?
