H1 to H4

Hi, I have a question regarding my friends case, she was on H1 and working till October and have pay roll running till October. But 'cos of her health reasons she got hospitalized and then went back to home country and came back Mid December. Since then she is still on Leave of Absence and now my friend want to convert her back to H4. But his employer is asking for his wife's recent pay stub which she doesn't have and advise her to go to her home town and get her H4 stamped at consular processing.
My question is:
Is it safe to go to Canada and get her Visa stamped with H4 and would there be a issue regarding her recent pay stub? or would she have trouble in getting her H4 stamped in her home town also?

-----------------all depends on US consulate officer they can ask any document. if her H4 gets rejected in Canada then she have to go to her home country directly from Canada.
