When to apply for GC?

My situation:
- birth and citizenship: India
- Gradated from Medical School (back home)
- Graduated with a Master of Science in Computer Science here in US
- Currently on H1B visa (doing CS job for medicine)

Questions:
- When will be the best time for me to apply for GC?
- On what way can I do it?
- Is the GC processing done on the citizenship bases? (e.g.: is there a longer process for those from India?)
- How long it will take the entire processing?
- Should I hire an immigration attorney?

Anytime you want, but at least 365days before H1 6 year completion.

what do you mean ?

Visa number availability is based on country of birth. Indian and chinese born has a longer processing time in general.

- How long it will take the entire processing?

If you are indian born, it may take a little longer(3 - 5 years) at current climate of visa number situation.
