Hi,

Is there any time frame that we have to apply for the visa transfer from h1 to f2(wife is on f1) transfer incase my h1 gets expired or i loose a job?

Generally as soon as possible. The INS will ask you for proof of prior status, and for H1 this will be in the form of recent pay stubs. If you dont have them, then it could be trouble. Also, if your I-94 is about to expire, you should apply for the change of status before it expires.
 
spouse F1 is pending/I am laid off?

I am laid off, and my spouse's F1 is pending. In his Form I-539, I was not added for F2 (because I was fine at that time). What I can do now? My plan is that I send an I-539, mentioning that my spouse's F1 is pending. Is this the right way? Will I be in trouble?

Another thing: If I apply for a F1 and I have a MS. Can I apply an bachelor or even an associate degree for a new major? For example, I'm in Chemistry, and now I apply for accounting associate degree?
