H1 to F1

I am in H1B now. If I apply to convert my visa from H1B to F1 in my home country , is it risky??

If they reject my F1, is my H1B is still valid??

Depends, if they check your H1 legitimacy (ask pay stubs, W2, letter from company, companies credentials etc), if you are not able to provide they can put a stamp on your H1, "cancelled with prejudice", because your f1 is rejected. Bottom line is risky. But you can change the status with in US, and continue to study without any problem.

Well, If you have a solid reason why you want to go from H1B to F1 for instance; you need to complete a graduate school to become more proficient in your field plus you meet the criterias of the school then there should not be any problem. In addition to come back succesfully, I would suggest to do all the paperwork in the U.S. and receive an I-20 then go back to your home country and issue an F1 visa in the American Embassy. It is going to be obvious for the US Consulate that you really want to improve your studies.
 
People on H visas can study just like students with f1 visa, so it is not too good to change your status when you can have both work and study.
