I'm looking to convert from H1 to F1. The school is in California and I live in California. My H1 is from a company in the east coast and was processed at Vermont service center.
Can anyone please let me know if I need to apply the COS at California (where I live and where the school is ) or Vermont (where my current H1 was processed).
