H1 to F1 and to H1

Hi,
One of my friend worked on H1 for 1year and he later went to finish his PHd (Converted into F1). Now he wants to start his job and he has to convert into H1. Please help him to clear these questions.

1. Will he be considered under H1 quota.

2. What is the procedure for him to convert into H1 from F1. Please note that he was already in H1 for 1year.

3. Can he start his work based on H1 file receipt.

++++++++++++++++Not if he wa working for an H-1 non-exempt employer.

2. What is the procedure for him to convert into H1 from F1. Please note that he was already in H1 for 1year.

+++++++++++++++++Check with the school. They will assist.

3. Can he start his work based on H1 file receipt.

+++++++++++++++++++There may be a possibility. I vaguely recall some exception in H-1 portability.
