H1 Sponsorship for Associate Degree Holder

My sister has an Associate Degree in Graphic Design (Visual Communications). Is it possible for a company to sponsor her an H1B based on this degree?
Or is there any other visa under which she could work on that would make it legal for her to work in the US? (She is currently on an F1 visa).

Any information would be much appreciated.
