I have to shoulder my H1B $1180 filing fees, is this possible?

My cousin wants to get me a job in the bank (a large industrial bank) he works in and is trying to do it "quietly" since they dont really hire foreigners.
He can provide the offer letter etc. (all using company letterhead) and sign the necessary BCIS H1B petition forms but he cannot let the company pay for any filing fees (regular fee+ premium processing = $1,180) so he does not get questioned.
1. Has this happened to anyone before where the foreign worker needed to pay for his own filing fees?
2. If this is possible, can my cousin pay the BCIS via a personal check or money order originating from him? (then i just pay him back?) Since he cannot use company funds for this....
