H1 Revalidation

All Gurus, Need some expert advice, I am in US for about six years, I Have my First H1 Stamping in Singapore, My Visa was revalidated in Mexico after the completion of 3 year term. Now that i am done with 6 year term i have applied for extension for 3 based on 140 approval. Can i go to border countries to get H1 B stamping, Note i have not had any stamping done in my home country. Is there a regualtion that at least once the stamping has to be done in Home country.
 
The regulation seems to be applied only recently. I suspect that this may be a result of the many issues with fraudulent documents which are more often detected in the home countries. There were many COS stampings. You are unusual in that your initial stamping, while not in your home country, was likely based on your residency in Singapore at that time. I suggest that you contact the consulate where you would like to attend and ask based on the specifics of your situation whether you would be redirected for stamping to your country of citizenship.
 
Depends consulate to consulate. You can either go to your home country or contact a consulate in Mexico/Canada and confirm they will entertain your H-1B application.

Is there a regualtion that at least once the stamping has to be done in Home country.
