H1 quota increase only for Masters or also for Bachelors degree?

Hi,
I had a question whether the increase in H1 quota(20000) for this year is valid only for students who have sone Masters from US or also for students who have completed their bachelors degree.

Also, what is the effective date to apply for H1??

My OPT expires on Aug 31, can I stay in US for 2 months as a grace period if my H1 effective date is 1st Oct 2005?
