H1 question

I have two questions.
I have obtained an H1 Sponsoring employer that is willing to sponsor, however i have to pay all the related fees. I am in Southern california and can't seem to find an attorney that will charge any less than 2k in their fees and then another 2k for the immigration fees. Does anyone have any recommendations?
The other question is that i have an M.S in Biology and i am working as a microbiologist. My pay is 16/hr in Ontario, California. When i visited an attorney they said that my pay was too low and they couldn't help me. They gave me an option of going back to my employer and asking for a raise (to atleast 22/hr) or go part-time and get paid the prevailing wage. My employer of course refused both options and said that i should try to change my title to a Technician or something that will fit into the pay. Does anyone have a similar experience and have you run into any problems so far?
Please respond as i am really running out of time and feeling a little desperate.

Job title and salary must match to H1 b requirement. But this year quota you can not make it if you have not file your petition yet
