H1 planning to marry GC applying for citizenship

I am on my first year of H1B and my boyfriend is in the fifth year of his GC and is eligible to apply for his citizenship in May 2007.

I would like to know when is the best time for me to marry
1. before May 2007
2. While he has applied for his citizenship
3. after he gets his citizenship

and what is the procedure for me to apply for GC under family quota and how long would it take

u can marry anytime however it'll be better if you apply for family based GC after ur hubby gets his citizenship, otherwise u may have to wait forever
