h1 petition cancelation is it possible

hi, i applied for h1 visa about 2 years back, i submitted additional evidence as they requested long back. but my visa is still pending, i tried calling ins but they didnt help me and i asked my employer they say they are constantly in touch with my case and nothing happening much. so i want to return to india and come back when ever i get some thing. is it possible to cancel my visa petition before i go to india. because some one told me that if i abandon my visa application and go to india they said i cannot come back to usa for 10 years so plz guys advise me what i have to do

Who ever told you, is totally wrong. Do you know, any one can make H1 visa for you even without your knowledge. (Your signature is not required to apply h1 visa) What will you do in this case?
