H1 pending ext.normal to premium changeable? Police reports 4 visa stamping in India?

Hello.
Couple of qns:

1)H1 ext: can I convert to premium processing from normal processing?

After the receipt # has been created for my H1 ext (july 22nd), is it possible to convert it to premium processing by paying the additional fee?

2)H1 visa stamping in India: addnl. police report/address verifications?? (besides DS156 and 157 forms, docs etc..)

I've searched on several postings, US Consulate and TTServices websites, but I seem to be missing official information about a new 'police report/address verification' requirement that I keep hearing about even for H1 visas, these days. BTW, if one has been in the US for > 5 yrs, does that entail police reports from the US or from India (as in passport)?
If so, what is the procedure for obtaining these police reports in the US?

I am in the same boat along as u 2 months back and finally got my H1b approved from TSC after going for Premium processing. I got notification that my H1b is approved after 13th day of my filing.

1. Yes U can convert to Premium
2. For H1 , police clearance is not required generally in India.

Test_Forum_User: 12 days as in 12 working days or 12 calendar days after you changed it to H1 Premium processing?

Referring to a more recent post on a similar thread, the attorneys should be aware of a 'FORM - I 907' which seems to be required?
