H1 in Renewal, Transfer, Cap?

Dear Sir,

My H1 expired in Feb 04. The extension was filed by my current employer in Jan 04. It is currently under renewal and will take between 150 to 180 days to process as per Online status on USCIS.GOV web site.

Can I change jobs now to another H1 employer?

Will the new employer have to file another H1 Renewal or a New H1?

If a new H1 is required to change jobs, will it come under the CAP?
