H1 -> F1 -> OPT going back to H1. Does the H1 cap apply?

Hi,

I was on H1 for a year and a half and then did change of status to F1. Now i got my OPT ( 4/1/07 to 3/31/08 ).

I would like to know when do i need to apply for my H1?
Does the H1 quota apply to me? Do i need to apply now for the OCT 07 quota?

Or can i apply when my OPT gets over i.e in Mar 08?

(Does the status of my previous H1 matter?)
