H1 extention while in India

Hello,
My friend is currently in India and his H1 is expiring by Nov'05.He was in US for couple of years before he shifted to the same company's Indian operations.Can he extend the visa from India or he has to be physically present in US to extend the visa.

How much time before he needs to apply for extn..is it 60 days or 90 days before his visa stamp expiry.

For extension INS need valid I 94 card copy. If he is inside US only he can get that card.
