H1 Extension after 6 years

There was a ruling by INS about 2 years back that if your labor or I-140 was filed 1 year prior to the six year limit, then H1 could be extended on a yearly basis.

Would anyone guide me about that. Is that still valid.

President signed the bill on this issue u can go for the extension.
