H1 doesn\'t need to pay SS tax and medicare tax?

One of my friends just found his paycheck was not deducted SS tax and medical tax, so he went to his HR to check this, the HR person said H1 doesnt need to pay SS tax and MC tax, is this true?

No not true...

H1s also have to pay the MC and SS tax, unless the contract is for a very short duration (less than 6 months)
