Dependent visa for my cousin

I am holding H1 visa,is it possible to apply for dependent visa to my cousin.
 
Dependent visa for myself, I hold H1

I am holding H1 visa,is it possible to apply for dependent visa with my wife H1. I m out of country for past 6 months.

I m holding H1 visa but i m out of country for 6 months,
my wife is working there and she holds H1 visa, can she apply a depedent visa for me.
