H1 cap

Sir/Madam,
The cap on H1-B petitions for the fiscal year has decreased to
65,000.
Suppose if I apply end of October for H1-B, if the petition
has reached the cap of 65,000, so will they not consider
me for the next year quota..

I am not sure how this works please somebody explain ...

Yes, theoritically that is how it works. But in the past the limit generally is reached around feb/mar of next year (2004 in this case).
Since last year less than 90,000 new H1s were issued, I wont worry about the cap for this year. remember cap affects only the new H1s...
