"H1-B transfer, Working but no paystubs"

Would H-1 transfer be possible if a person is working but there are no paystubs. Employer is not sending the pay stubs.
This person came to the U.S in April, started working from May and now looking for a transfer

Same is my case. Working for 3 months was paid only 1 months salary but no stubs.
