H1-B transfer, while in India

Hello guys,
I am a new member to this thread, my brother had H1-B visa & recently he went back to India but still he is working for the same petitioner. My question is can he transfer his existing H1-B visa to another company while in India, if so how can.

For H1 transfer he needs to submit the recent I94, so he has to be here at least at the time of application of h1 transfer.
