H1-B tranfer to F1 or F2

Anyone knows the requirements for the H1-B tranfer timeline if your H1-B expires after 3 year period and your company couldn't renew the H1-B.

Can I send my F1 or F2 status change application to INS the last day of the H1-B expiration OR I need to send the application and get the the F1 converted by the expiration date ( In otherwords, I should have received the INS confirmation receipt by the exipration date?).
Is there a grace period ?

Note: This is not the case where the employment gets terminated in the middle of the H1-B valid period.

there is no grace period.
It will be better if you can get the receipt before H1 expires. With that you can attempt to attend school with a mere I20.
However you can also apply for the change of status a week (to accomodate postal delays and mailing contractor schedules) before h1 expiry and your status will be protected until BCIS makes a determination on the change of status.
