H1-B to F1 can you work after applying?

I am currently in h1-b and got admitted in a university. I have admission and need to change my status. How long will it take to change my status and can I work after I got the receipt for change of status?

It seems it\'s normally taking b/w 8 - 11 months in CAlifornia nowadays.You cannot work before you get the COS approved. You cannot work just with the receipt. If it\'s necessary for you to work, go to neighboring country for stamping and if approved, you can start working right away.

Do you have any idea... on how important paystubs are if you want the F1 visa stamp(from H1) by going to canada? I have 6 month old paystubs, but my I-94 is valid. Please reply. Thanks.
