H1-B Stamping - Any changes to stamping in the country of visit.

I am visiting Zambia on a business trip. In this process, I need to get my H-1B stamped in the Lusaka U.S. consulate. I hear from friends that there has been a recent regulation in H-1B stamping that one MUST GO to his/her native country to get the visa stamped. That is, an Indian Citizen cannot get his H-1 stamped in either canada/mexico. Is this true.
Please advise.

Indian Citizen can get his H-1 stamped in either Canada or Mexico. Many have got visa stamped in Canada( Toronto) read or search the threads
But if you apply for Visa in Canada or Mexico and got refused you cannot enter US you have to go straight from Canada or Mexico to your home country to get visa stamped then enter US
