H1-B quota and expedite processing - urgent

Gurus,

Please help me answer this question: I am on EAD (F1 visa) and my company filed an H1-B visa to fall in this year's quota. I am so close that I maybe in the quota or out. If I pay $1000 and do the expedite processing, will my chances of falling under this year's quota increase or is this just a false notion ?

It depends how many left they have. If you filed for expedite service, you will generaly get it in couple days. However, if the quota is out, then I think you will ahve to wait for the next one.
 
Suppose
1. there is only one vacancy left in the quota as of 9/20
2. INS receives my H1B application (without expedite service) at 9am on 9/20
3. INS receives my friend's H1B application (with expedite service) at 12 noon on 9/20
4. INS did not take any action until they received the second application but they know that they received mine before my friend's application

Who will fall under the quota in this case - me or my friend ?

That is not the case. If you receive receipt # then that means you are in quota. INS will inform when the quota is over regardless of pending or approved cases. For eg: we have 65000 quota this year, so INS will inform as soon as they received 65000 applications
 
Actually greater than 58,500 but less than 65000

Heard, some of the H1's from singapore quotas have been returned and have joined H1 pool. (as per murthy.com site)

* By faster I mean, expedite applications normally receive the receipt # in a week and non-expedite applications in 2 or 3 weeks.

That could be true, but CIS will generate receipt # as soon as they receive the application for both Premium processing and Regular. Processing time is faster for premium appliation than Regular not generating receipt #.
Some people who applied for regular used to get receipt# faster than who applied for premium. So dont worry about the processing time. Premium is suppose if you want start work immediately. If you have enough time to start work then go for regular. But dont waste time since CIS is going to close the CAP.
