H1 B from university to corporate

Thanks in advance for your time. I am currently working at a university. I did not fall under the quota when I got my h1b. Now company wants to hire me but quota for this year is over.

I have several questions.

1. Can I transfer my h1b to company even though I was never under a quota?
(i have heard i have to fall under quota.)

2. Can i obtain a new h1b concurrently while i am employed at the university? If so, what happens if I quit my 1st job at the college? Can I continue work at the other company?

Yes, you can apply for H1 (Company) while you are on H1 (ACADEMIC).

You can't transfer from academic to company. You will fall under the quota and have to test your luck.
