What does the denial of an H1-B extension exactly mean?

Actually, my last(or current, who has laid me off) employer has applied for a H1 transfer (with missing pay stubs)..
I got a USCIS package with the new H1 approval but with the H1 extension denial.....so i was asking about "H1 extension denial" in this context....
I've put these details because, you have said that my H1 petition has got expired.....

please clarify..

It's the same situation as extension denial. Without attached I-94, you can not work for new employer.
