H1-B extension beyond 4 years pending and transfer.

I have my H1b Extension beyond 4 yrs pending with NSC. My current H1b Expired in march 2005 and now I have a new offer so can I transfer by visa ???

You meant to say, you applied H1 Extension March 2001, still you are not getting approval.

Do you have LIN number??/ What your attorney is doing last 4 years?

If you do not have LIN number, you petition may not have filed with NSC?
