H1-B extension applied - changing jobs

This is a complicated situation.

My H1-B extension was applied in May. The original H1-B expired in June. Now I am getting a job offer that I would like to take up. My question is - is the new employer allowed to file for a H1 for me using Premium Processing even before the H1B extension arrives?

Problem is if the current employer cancels the pending H1 extension then you might become out of status from June.
Safest way will be to do premium processing in both H1s (H1 extension first) or wait for H1 extension approval , before filing for h1 transfer with new company.
