H1-B CAP Exemptions (not-for-profit)

Hi,
I am currently on F-1 and completing the practical training part of my Masters (CPT). I have filed my OPT application which should kick-in from May '04 (when my CPT expires) until May '05. Due to the CAP, I am planning to apply for H1-B right away. I am wondering if I need to apply using premium or can I take the chance of applying by standard process. Also, I am working for a tertiary hospital which is part of big health system. Both the hospital and the parent organization are not-for-profit. Although, I am a Physician from India, my role in the hospital is in administration. Is it true that H1 applications from a not-for-profit organizations are not subjected to the CAP?

I want to add to my previous post.

The HR department in my hospital issued me a letter with the necessary information needed from the petitioner to file for H1B. In nature of business, it states "Healthcare/Not-for-profit/Affiliated teaching hospital." I wonder if this means that my H1B application will get exempted from the CAP based on the exempt regulation (Institution of Higher Education)
