H1-B Approval Notice Problem

a friend of mine was sponsored for an H1-B visa. The approval notice was released in March. But due to an error of the person who prepared his I-129, the notice was sent to the US Embassy in Manila, Philippines. But he is currently here in the US with a valid tourist visa and wants to file it here.

Is there a way for him to file it here in the USA so he doesn't need to go back to the Philippines?

Right now, he sent a letter to the US Embassy in Manila requesting them to forward the Approval Notice back to the INS Texas Service Center which originally processed his I-129 application so he can file his H1-B visa there. will that help?

Any feedback is greatly appreciated.

which gives you a duplicate copy of the appproval. Manilla Consulate is unlikely to send the I797 to Texas SC.
 
It sounds as if the paperwork was filed as a new petition (requireing consular processing) rather than a change of status. If this is the case, the only way to correct it would be to file a new petition (along with the associated fees).
