H1 Approved In Us- Not Stamped In India

I sponsored a candidate thru our consulting company in Bay area.
THe H1 got approved, but the local Chennai consulate is sitting on the file for more than 3 months.

I am not sure if the employee is lying.

Is there a way to track, if my candidates H1 is approved or not?

Please help me. I spent almost 2500 for this candidate. Please let me know if it is possible to track if his passport is stamped or not?

if the candidate is attended the consulate and his file is pending he/she you would have got the notice from consulate 221g or some kind.
If the visa is stamped he/she can not provide the notice. Ask for the notice to check.
