H1 approved, Applying for B1

My friend had his H1 (First time) approved from my company but my company has not sent him his approval and other documents as CEO wants to wait till he can find project for him.

In mean time, his company back in home country has won contract here and plan to send him on B1 for supporting that contract.

Can he apply for B1 without worrying about implications for his approved but not stamped H1.
Will consulate approve his B1 from Company B now and then allow H1 stamping from Company A ?
