H1 Approval & Change of Status

Hi,
Currently I am on L1 with company "A" and my L1 I-94 s expiring in Aug 2007. I am planning to apply for H1B with company "B".

Since my company "A" also applies for L1 extension, please suggested the following

1) Applying H1B with out change of status in April and assume it may gets approved in Jun/Jul/Aug

2) Apply for L1 extension in May/Jun and assume it gets approved in Aug

3) Then apply for Change of status from approved L1 to H1B so that start working for H1B company (after approval) with out leaving the country.

Is it possible to do above thing??

If above case is possible which brings another question,
4) If a person had H1B approved when he was in India and he came to USA on L1 now, can he apply for change status now from L1 to H1B (which is had) before travelling to US.

First of all, this year H1 quota will consumed very very fast.

if you apply new H1 or transfer it must be done first week of April 07 for year 2008 quota. You do not have musch choices this time.
