how often H1 and H4 VISA for huaband and wife respectively will be granted simutaneously?

I mean both husband and wife apply for visa at the same time.

I don't understand your issue here. But if you are applying simultaneously, then H4 would be granted if the H1 is granted and there are no glaring issued with the spouse's application.
