H1 and H4 visa stamping...Urgent...Please Help

I am an Indian citizen but was born in Dubai. As a result, when I went to get my visa stamped at consulate in Mumbai I was asked to return after 21 working days. I am stuck here in India and will not be able to resume my job.

My wife is in US and her OPT expired on Feb 4th. I had already applied for her H4 visa when thru my company but her I 797 has not yet arrives.
Can I take her to the consulate and get her H4 stamped based on my I 797 as
she is my dependent.

Please Help !

I have a question :
 
Right now, she is in India, planning to come to US on April 17 2002 (Return ticket purchased). She already stamped Visa on her passport when I was in my old employer which is valid till Dec 1 2002. She was stayed in US for nine months during 2001. Now she has got H4 approval from New company with I-94.
 
Is she required to apply the visa for coming to US or she can make use of the Visa(which stamped on her passport)? if she needs to apply then they may ask my passport copy with visa stamping of my new employer which i have not yet updated.(?????) Just I sent it for stamping and it may take 3 to 4 months.
